Employee onboarding checklist for Indian companies
Published: 24 Sept 2026 · Updated: 17 Oct 2026 · Author: NeevHR Team
A practical onboarding checklist for Indian employers: pre-joining, day-one PF, ESI and tax forms, the first week and first 90 days, with owners for each task.
An onboarding checklist for an Indian company should cover four stages: pre-joining (offer, documents and background verification), day one (PF, ESI, tax and bank details), the first week (access, induction and payroll set-up) and the first 90 days up to the probation decision. Give every task a named owner across HR, IT, the reporting manager and payroll, because most onboarding failures are missed handoffs, not missing effort.
Onboarding is a compliance process too
A new joiner's data drives PF and ESI contributions from the first month, TDS from the first payslip, and the statutory registers. Getting it wrong shows up later as a missed ECR, an employee without ESI cover when they need it, or a tax shortfall in March.
The legal ground has also moved. The four Labour Codes came into force on 21 November 2025. The Code on Social Security, 2020 has subsumed the EPF, ESI, gratuity and maternity laws, and EPFO now runs the EPF Scheme 2026, EPS 2026 and EDLI 2026, notified in June 2026. Central rules under the Codes were notified in May 2026, while state rules are being notified progressively. Some forms and form numbers are changing as a result, so download current forms from the EPFO and ESIC portals and follow updates from the Ministry of Labour rather than relying on an old folder of templates.
One change matters immediately for onboarding: from 17 September 2026 the EPF wage ceiling is ₹25,000 a month, up from ₹15,000.
Stage 1: before joining
Offer and appointment letter
The offer letter should state the designation, work location, joining date, CTC with its component breakup, probation period, notice period and any conditions, such as satisfactory background verification. Under the Labour Codes, the definition of "wages" adds back excluded allowances that exceed 50% of total remuneration, and that wage base drives PF, gratuity and other benefits, so check the structure before you print the offer.
The Occupational Safety, Health and Working Conditions Code, 2020 requires employers to issue an appointment letter to employees, in a form set by the rules. Because state rules are still being finalised in places, confirm the format that applies to each location.
Documents to collect
- Identity and address proof.
- PAN, verified before the first payroll.
- Aadhaar, needed for EPF and ESI KYC. Collect it for that stated purpose, and store and display it masked.
- Education certificates and previous employment records (relieving letter, recent payslips).
- Existing UAN and ESI insurance number, if any.
- Bank account details for salary credit.
- Salary and TDS from a previous employer in the current tax year, for mid-year joiners.
- Family and nominee details for PF, ESI, gratuity and insurance.
Background verification
Take written consent, keep the scope proportionate to the role (education, employment, address, references, and criminal record checks through an authorised agency where justified), and tell the candidate how long the reports will be kept. Where possible, finish verification before the joining date, with the offer made conditional on it.
The Digital Personal Data Protection Act, 2023 applies to all of this. Under the DPDP Rules, 2025 its main obligations (notice, consent, security safeguards, breach notification and data principal rights) apply from 13 May 2027, but candidate data collected now will still be held then, so build the notice and retention habits today.
Pre-boarding
IT prepares the laptop, email account and role-based access. HR arranges attendance enrolment, including biometric registration where used, and the ID card. The manager plans the first week and names a buddy.
Stage 2: day one
Day one is when the statutory paperwork is easiest to complete, because the employee is present and motivated.
| Item | What to do | Why it matters |
|---|---|---|
| PF joining declaration | Record previous PF membership, UAN and pension details (Form 11 under the old scheme; use the current form under the EPF Scheme 2026) | Decides enrolment and links the UAN |
| UAN | Link the existing UAN. A first-time member generates one through Aadhaar face authentication in the UMANG app, the standard route since August 2025 | Needed before the first ECR |
| PF nomination | The employee files e-nomination on the EPFO member portal; under the 2026 scheme this is the only route | Speeds up claims for the family |
| ESI | If gross wages are ₹21,000 a month or less (₹25,000 for persons with disability), register the employee and family on the ESIC portal | Medical cover from the first day of insurable employment |
| Gratuity nomination | Collect in the form prescribed under the Code on Social Security rules that apply to you | Fixed-term employees qualify after one year |
| PAN | Verify the name and status | Without a PAN, TDS is deducted at a higher rate |
| Tax regime and declarations | Record the regime choice and, for old-regime employees, Form 124 (formerly Form 12BB) | Correct TDS from the first payslip |
| Previous employer income | Form 122 (formerly Form 12B) | Avoids a year-end shortfall |
| Bank account | Verify that the account holder name matches | Prevents failed salary credits |
| Professional tax and LWF | Record the work location state | Rates and applicability vary by state |
PF enrolment. Employees whose PF wages are within the ₹25,000 ceiling must be enrolled. A joiner above the ceiling can be treated as an excluded employee if your policy allows, but not someone who is already a PF member from an earlier job: their membership continues. At the ceiling, the employee's 12% share is ₹3,000 a month. Our guides to EPF and ESI cover contributions in detail.
Policies. Record acknowledgement of the code of conduct, the POSH policy with the Internal Committee's contact details, leave and attendance rules, IT acceptable use, and the privacy notice for employee data.
Stage 3: the first week
- HR runs induction, enrols the employee and dependants in group health insurance within the insurer's window, and answers policy questions.
- The manager sets out role expectations and a 30, 60 and 90-day plan, and introduces key colleagues.
- IT confirms access works, enforces MFA and covers basic security awareness.
- Payroll sets the joiner up before the monthly cut-off: date of joining, entity, location, salary structure, PF, ESI, PT and LWF flags, and tax regime.
Example: the first month's salary
An employee joins on 12 November on a monthly gross of ₹45,000, with basic of ₹22,500. November has 30 days and the policy pays calendar days, so 19 days are payable (12 to 30 November).
| Line | Calculation | Amount |
|---|---|---|
| Gross for November | ₹45,000 × 19 ÷ 30 | ₹28,500 |
| Basic earned | ₹22,500 × 19 ÷ 30 | ₹14,250 |
| Employee PF at 12% | ₹14,250 × 12% | ₹1,710 |
The employer contributes a matching 12%. ESI does not apply because monthly gross wages exceed ₹21,000. If the joiner reaches payroll after the cut-off, none of this is paid on time, and the month becomes an arrears correction instead.
Stage 4: the first 90 days and probation
- Hold short manager check-ins at 30, 60 and 90 days against the plan.
- Confirm statutory completion: the UAN appears in the first ECR, the ESI insurance number is generated, nominations are filed, and declarations are on record.
- Walk the employee through the first payslip, so questions about proration, PF and TDS are answered early.
- Remind mid-year joiners on the old regime about the proof window.
- Well before probation ends, ask the manager for structured feedback and decide to confirm, extend once, or part ways, in writing.
- Ask the joiner for feedback on onboarding at 30 and 90 days, and fix what they report.
The checklist by owner
| Stage | HR | IT | Manager | Payroll |
|---|---|---|---|---|
| Pre-joining | Offer and appointment letter, documents, background verification with consent | Laptop, email, access by role | First-week plan, buddy | Check the salary structure and wage base |
| Day one | PF, ESI and nomination forms, policy acknowledgements, attendance enrolment | Device handover with asset acknowledgement, MFA set-up | Welcome and team introductions | Verify PAN and bank, record tax regime and previous-employer income |
| First week | Induction, insurance enrolment | Access review | 30, 60 and 90-day goals | Add to payroll before cut-off, prorate first month |
| First 90 days | Probation tracking, feedback | Access recertification | Check-ins, probation recommendation | Confirm ECR and ESI inclusion, collect proofs |
Common mistakes
- Adding joiners to payroll after the cut-off, which creates arrears and a missed first ECR.
- Excluding a joiner above the wage ceiling from PF when they are already a member.
- Collecting Aadhaar copies by email with no stated purpose or access control.
- Not asking about previous-employer income, so tax surfaces as a shock in March.
- Using pre-Labour Code form templates without checking the current versions.
- Granting IT access late, or granting far more than the role needs.
- Leaving tasks without a named owner.
FAQs
Is an appointment letter mandatory? The OSH Code requires employers to issue appointment letters in the prescribed form. Confirm the format under the rules that apply to your state and establishment.
Can a joiner earning above the PF ceiling opt out? From 17 September 2026 the ceiling is ₹25,000 a month. A joiner above it can be excluded if they were never a member; someone who is already a PF member must continue.
Who generates the UAN now? For a first-time member, the employee generates it through face authentication in the UMANG app. For everyone else, the employer links the existing UAN.
When should background verification be done? Ideally before the joining date, with written consent and an offer that is conditional on the result.
Do we need the joiner's Aadhaar? It is needed for EPF and ESI KYC. Collect it for that purpose, restrict access and store it encrypted and masked.
How NeevHR helps
NeevHR onboarding collects joining data and documents into one effective-dated employee record that flows into attendance, leave and payroll without re-keying. The tax regime, declarations and previous-employer income are captured for TDS from the first payslip, as explained in our salary TDS guide. PAN, Aadhaar, UAN and bank details are encrypted at field level, and DPDP consent is recorded against the employee.
