Employee offboarding checklist for India: step by step

Employee offboarding checklist for India: resignation, notice, handover, assets and access, clearances, F&F, PF exit, Form 130, letters and data retention.

HR strategy

An employee offboarding checklist in India covers ten stages: accept the resignation in writing, fix the last working day and notice terms, plan knowledge transfer, recover assets, revoke access, collect department clearances, pay final wages and settle the rest of the full and final (F&F), mark the PF exit, issue the relieving and experience letters, and retain or delete the employee's data on schedule. Under the Code on Wages, final wages are due within two working days of separation, so most of this work has to happen during the notice period, not after it.

This checklist is the process view. For the settlement arithmetic, see full and final settlement explained, and for the exit documents, see relieving letter vs experience letter.

The offboarding timeline: Day 0 to Day +45

Day 0 is the last working day (LWD). Everything before it happens during the notice period.

When Step Owner
Resignation day Receive resignation in writing; acknowledge within one working day Manager, HR
Resignation + 1 to 3 days Accept in writing with LWD, notice terms and any buyout or leave adjustment HR
Resignation + 1 week Knowledge transfer plan agreed; backfill decision made Manager
Day −10 Clearance workflow started across departments HR
Day −7 to −3 Exit interview; asset return scheduled; pending claims submitted HR, employee
Day −1 Final attendance and leave balance frozen; handover sign-off Manager, HR
Day 0 (LWD) Assets returned; access revoked at end of day; experience letter issued IT, Admin, HR
Day +2 working days Final wages paid, as the Code on Wages requires Payroll
Day +1 to +15 Date of exit marked on the EPFO portal after the final contribution Payroll
Day +15 to +30 Remaining F&F components settled; F&F statement issued; relieving letter if it waits for F&F Payroll, HR
Day +30 Latest date for gratuity, which is due within 30 days of becoming payable Payroll
Day +30 to +45 Post-exit survey; records archived; personal data access restricted per retention schedule HR

Step 1: Resignation acceptance

Accept the resignation in writing, by letter or by email from an official HR address. The acceptance should state:

  • The date the resignation was received.
  • The notice period under the appointment letter, and the LWD.
  • Whether notice is being waived, shortened, bought out by the employee or adjusted against leave.
  • The handover expectations and the clearance process.
  • That final wages, the F&F statement and letters will follow, with indicative dates.

Step 2: Notice period

Calculate the LWD from the date of resignation using the notice clause in the appointment letter, and check whether your standing orders or the applicable Shops and Establishments Act says anything different for the employee's category. Our guide to notice period and buyout covers waivers, buyouts and leave adjustment, and the notice period calculator works out the date.

Decide early whether the employee will be relieved on the full notice date or earlier. An early release changes the F&F, the clearance timeline and the handover plan.

Step 3: Knowledge transfer

A handover checklist agreed in the first week of notice avoids a scramble on the last day. It should list:

  • Open work, deadlines and decisions pending.
  • Key contacts inside and outside the company, including vendors and customers.
  • Documents, files and where they live, moved from personal drives to shared ones.
  • Recurring tasks and the calendar of statutory or contractual deadlines the person owned.
  • Passwords to shared systems, handed over through the IT process and then rotated.
  • Direct reports, who must be moved to a new manager before the LWD so approvals do not stall.

The manager signs off the handover. For critical roles, a successor or interim owner should shadow the leaver for the last two weeks.

Step 4: Asset recovery

Pull the list of assets assigned to the employee and schedule their return before the LWD.

Asset Check on return
Laptop and charger Condition, serial number, data backed up, device wiped
Mobile phone and SIM Condition; SIM ownership transferred or disconnected
ID card and access card Deactivated in the access system
Data cards, tokens, hardware keys Returned and deactivated
Tools, uniforms, safety equipment As issued, where returnable
Company vehicle or fuel card Returned; fuel card cancelled
Books, keys, cash advances Returned or settled

If an asset is not returned, recover its value only as the law allows: a deduction from wages for loss or damage must follow a chance to show cause and stay within the limits in our guide to wage payment deadlines and deductions. Do not hold back final wages pending return.

Step 5: Access revocation

Revoke access at the end of the LWD, or immediately for involuntary exits and sensitive roles.

  • Email, chat and collaboration tools; set an auto-reply or forwarding to the manager for a defined period.
  • Single sign-on, VPN and remote access.
  • Business systems: ERP, CRM, payroll, banking portals and statutory portals (EPFO, ESIC, income-tax, GST) where the person was a user or authorised signatory.
  • Building and biometric access.
  • Shared social media, vendor and cloud accounts.

Bank mandates and authorised signatory lists are often forgotten. Update them with the bank and on statutory portals before the LWD.

Step 6: Department clearances

A clearance form collects sign-off from each department that may have something to recover or confirm. Run clearances in parallel, not one after another, with a deadline for each owner.

Department Confirms
Reporting manager Handover complete; no pending work
IT Devices returned; access revoked; data retained or wiped
Admin and facilities ID card, keys, parking, locker, guest house
Finance Advances, loans, imprest, credit card and expense claims settled
HR Leave balance, documents, exit interview, letters
Payroll Final wages, F&F inputs, statutory exits
Library, stores or safety Books, tools, safety gear

Step 7: Final wages and the F&F

Under section 17(2) of the Code on Wages, wages payable to an employee who resigns, or is removed, dismissed or retrenched, must be paid within two working days. Most employers read the trigger as the date employment ends rather than the date notice is given, and states may set different time limits, so confirm your state rules and apply one reading consistently. Our guide to wage payment deadlines covers this in detail.

A practical model is to pay final wages within two working days of the LWD and close the remaining F&F components (leave encashment, bonus, gratuity, reimbursements and recoveries) as soon as clearances allow. Gratuity has its own deadline of 30 days from when it becomes payable; see gratuity in India and the gratuity calculator. For leave encashment tax treatment on exit, see leave encashment tax exemption. Use the full and final calculator to check the numbers.

Worked example: dates and the first payment

Neha resigns on Tuesday 1 September 2026 with a 60-day notice period. Her LWD is Friday 30 October 2026. Her monthly gross is ₹90,000 and the office works Monday to Friday.

Item Date Amount
Final wages: 30 of 31 days of October (₹90,000 × 30 ÷ 31) Paid by Tuesday 3 November 2026 ₹87,097
Leave encashment, statutory bonus and approved expense claims Settled once clearances close, in the F&F statement As computed
Gratuity (if eligible) Due within 30 days, by 29 November 2026 As computed

Statutory deductions (PF, ESI if applicable, professional tax and TDS) apply to the final wages as usual.

Step 8: PF exit, transfer and withdrawal guidance

After the final month's contribution is filed in the ECR, mark the employee's date of exit on the EPFO employer portal. If the exit is not marked, the old member ID looks active, and the employee's transfer or claim can get stuck. Our UAN guide explains the transfer process.

Guidance to give the leaver:

  • Joining a new employer? Link the new member ID to the same UAN and transfer the old balance online (Form 13). Transferring rather than withdrawing preserves continuous service for tax purposes and pension service.
  • Considering withdrawal? EPFO has its own conditions on when a full withdrawal is allowed, and these were revised in 2025. Check the current rules on the EPFO website before deciding.
  • Tax on withdrawal. Withdrawal before five years of continuous service can be taxable and attract TDS. See our EPF guide.
  • Keep KYC current. Bank account, Aadhaar and PAN seeded against the UAN avoid claim rejections.

If the employee was covered by ESI, the final contribution is paid for the wage period worked and no further action is usually needed for a normal resignation.

Step 9: Form 130 (Form 16) and tax documents

Under the Income-tax Act, 2025, the salary TDS certificate formerly called Form 16 is now Form 130. A leaver receives it after the tax year ends, generally by 15 June of the following year, covering the salary and TDS for the part of the year they worked with you. An employee leaving in October 2026 will receive Form 130 for tax year 2026-27 by 15 June 2027.

In the meantime, give the leaver a salary and TDS statement for the year to date with the F&F. Their new employer needs these figures to compute TDS correctly; the employee declares previous employment income to the new employer in Form 122 (formerly Form 12B). See Form 16 explained for the certificate itself.

Step 10: Relieving and experience letters

Issue the experience letter on the LWD and the relieving letter on the LWD or when the F&F closes, as your policy says. Do not withhold either letter to force recovery of small dues; our guide to relieving letter vs experience letter explains why and gives sample formats.

Data retention under the DPDP Act

When employment ends, the purpose for holding much of an employee's personal data ends too, but not all of it. Payroll, tax, PF and labour records must be kept for the periods the relevant laws and state rules require, and some records may be needed for disputes.

Data Typical treatment after exit
Payroll, tax, PF and ESI records Retain for the statutory period; restrict access
Statutory registers Retain as the Labour Codes and state rules require
Exit interview notes Retain for a short, defined period; aggregate for analytics
ID proofs, bank details, emergency contacts Delete or archive once no longer needed for a statutory or legal purpose
Email and work files Archive business records; delete personal content
Biometric templates Delete from attendance devices once the exit is processed

The DPDP Rules, 2025 phase in obligations over time, so check which ones already apply to you. Our guide to the DPDP Act for HR teams covers retention schedules.

Common mistakes

  • Starting clearances on the LWD instead of during notice.
  • Holding final wages until assets are returned or clearance is complete.
  • Forgetting to move direct reports to a new manager, so their approvals stall.
  • Leaving the leaver as a signatory on bank or statutory portals.
  • Not marking the date of exit on the EPFO portal, which blocks the employee's transfer.
  • Withholding the relieving letter over a small recovery.
  • Keeping every document forever with no retention schedule.

FAQs

What is included in an employee offboarding checklist? Resignation acceptance, notice period and LWD, knowledge transfer, asset recovery, access revocation, department clearances, final wages and F&F, PF exit, tax documents, relieving and experience letters, and data retention.

How soon must final salary be paid after resignation in India? The Code on Wages requires wages to be paid within two working days of separation. States may set different limits, so check the rules that apply to you. Gratuity is due within 30 days of becoming payable.

Can an employer hold the F&F until assets are returned? Final wages should not be held back. Recover the value of unreturned assets through permitted deductions, within the legal limits and after a chance to show cause, or as a separate recovery.

Who marks the date of exit for PF? The employer, on the EPFO employer portal, after the final contribution is filed. This lets the employee transfer or claim their balance smoothly.

When does a leaver get Form 16 or Form 130? After the tax year ends, generally by 15 June of the following year. Give the employee a year-to-date salary and TDS statement with the F&F in the meantime.

Should access be revoked before the last working day? For sensitive roles and involuntary exits, yes, often immediately. For normal resignations, revoke at the end of the LWD.

How NeevHR helps

NeevHR exit management runs resignation to clearance with notice periods by grade, sequential or parallel department clearances with owners, knowledge handover with replacement-manager team inheritance, and relieving and experience letter templates. Full and final settlement computes final salary, leave encashment, gratuity, pro-rata bonus and recoveries with TDS and final-month PF, ESI, PT and LWF, with configurable due days after the LWD, and blocks settlement while assets are still assigned. Letters and records live in the document vault with a retention class per category. To see the exit workflow end to end, book a demo.
