Expense reimbursement policy: limits, rules and template

How to write an employee expense reimbursement policy in India: categories, grade-wise ₹ limits, per diem vs actuals, GST invoices, tax treatment and controls.

₹Payroll

An expense reimbursement policy sets out which business expenses the company will pay back to employees, the limits for each category and grade, the approvals and bills required, and how quickly claims are submitted and paid. A good policy is specific enough that an employee knows before spending whether a cost will be reimbursed, and strict enough that finance can defend every rupee to an auditor or a tax officer.

This guide covers designing and running the policy for a mid-sized Indian company. For cash given before a trip, see our salary advance and employee loan policy, and for recovering unsettled amounts on exit, full and final settlement explained.

What should an expense reimbursement policy cover?

At minimum, ten things:

  1. Scope. Who is covered: employees, interns, consultants, and candidates travelling for interviews.
  2. Categories of reimbursable and non-reimbursable expenses.
  3. Limits by category, grade and city tier.
  4. Pre-approval for travel and anything above a threshold.
  5. Documentation: bills, GST invoices and what to do when a bill is lost.
  6. Per diem or actuals for meals and incidentals.
  7. Mileage for use of a personal vehicle.
  8. Advances and how they are settled.
  9. Timelines for submission, approval and payment.
  10. Controls and consequences for policy breaches and false claims.

Expense categories

Category Typically reimbursable Typically not reimbursable
Travel Air, rail and bus fares within entitlement; airport transfers; cab for official travel Upgrades beyond entitlement; fines; personal detours
Accommodation Hotel within the city-tier cap, including taxes Minibar, spa, laundry beyond a set number of days, in-room entertainment
Meals Per diem on tour, or actual meals within a cap Alcohol, unless pre-approved client entertainment
Local conveyance Cab, auto or own vehicle for official visits Daily commute between home and the usual office
Client entertainment Pre-approved, with attendee names Entertainment of colleagues only
Communication Roaming or data packs for official travel Personal subscriptions
Training and certification Pre-approved course and exam fees Courses not linked to the role, unless approved
Office supplies and small purchases Below a set amount with approval Personal items

Grade-wise limits

Most companies tie limits to grade and city tier. The figures below are illustrative for a mid-sized company; calibrate them to your locations, business and budget.

Grade Air travel Rail Hotel per night (Tier 1 city) Hotel per night (other cities) Per diem (meals and incidentals)
Staff (S1–S3) Economy, with approval for distances above 1,000 km 3AC ₹3,500 ₹2,500 ₹800
Executives (E1–E3) Economy 2AC ₹5,000 ₹3,500 ₹1,000
Managers (M1–M3) Economy 1AC or 2AC ₹7,500 ₹5,000 ₹1,500
Senior managers (M4–M5) Economy, flexible fare 1AC ₹10,000 ₹7,000 ₹2,000
Leadership (L1 and above) As approved 1AC Actuals, reasonable Actuals, reasonable Actuals, reasonable

Define the city tiers in an annexure (for example, Tier 1 for the largest metros) and review the limits every year, since hotel rates move faster than policies.

Per diem vs actuals: which is better?

Factor Per diem Actuals
How it works A fixed daily amount for meals and incidentals Reimbursement of bills up to a cap
Bills Not needed for each meal, though proof of travel is Needed for every item
Administration Low High: every bill checked
Employee experience Simple and predictable Frustrating when small bills are lost
Cost control Predictable spend per day Tends to drift to the cap
Tax treatment Daily allowance on tour is exempt only to the extent actually spent for the purpose; confirm with your adviser Reimbursement of bona fide business expenses against bills is generally not salary
Best for Frequent travellers, field and sales staff Infrequent travel, client entertainment

Many companies use per diem for meals and incidentals on tour and actuals for travel tickets and hotels.

Worked example: a three-day trip

Kavya, a manager (M2) based in Pune, travels to Bengaluru for three days and two nights. Her policy allows a Tier 1 hotel cap of ₹7,500 a night and a per diem of ₹1,500 a day.

Item Claimed Allowed Reason
Return flight, economy ₹11,240 ₹11,240 Within entitlement
Hotel, 2 nights at ₹8,200 ₹16,400 ₹15,000 Capped at ₹7,500 a night
Per diem, 3 days ₹4,500 ₹4,500 Fixed rate
Airport and local cabs ₹2,860 ₹2,860 Bills attached
Client dinner (pre-approved, 4 attendees) ₹6,400 ₹6,400 Attendees named
Total ₹41,400 ₹40,000

She took an advance of ₹15,000, so the net reimbursement is ₹40,000 − ₹15,000 = ₹25,000, paid in the next reimbursement cycle. The ₹1,400 hotel excess is hers unless an override with a recorded reason is approved, for example because every hotel near the client was above the cap during a conference week.

Mileage for personal vehicles

If employees use their own vehicle for official travel, reimburse on a per-km rate rather than fuel bills. Rates in the range of ₹8 to ₹12 a km for cars and ₹3 to ₹5 a km for two-wheelers are common illustrations, but set yours based on current fuel and running costs. Require:

  • Start and end points and the purpose of each trip.
  • A monthly cap by role, with field roles set higher.
  • Distance from a map route, not just the odometer, for spot checks.

A sales executive who drives 620 official km in a month at ₹10 a km claims ₹6,200. Home-to-office travel is excluded.

Receipts and GST invoices

  • Original or digital bills for every actuals-based claim, legible, with date, vendor and amount.
  • GST invoices in the company's name and GSTIN for hotels and other business purchases where the finance team wants to claim input tax credit. Input tax credit is not available on everything (food and some travel-related services are restricted), so let your tax team list which categories need the company GSTIN.
  • Lost bills: allow a self-declaration up to a small amount, such as ₹500 per item and a few times a year, with manager approval.
  • Digital wallets and UPI screenshots alone are not invoices. Ask for the merchant's bill.

How are expense reimbursements taxed?

Reimbursement of expenses incurred wholly and necessarily for the employer's business, supported by bills, is generally not treated as salary income; it is the company's business expense routed through the employee. A fixed monthly allowance paid regardless of actual spending, such as a flat "travel allowance", is salary and taxable unless a specific exemption applies.

Some allowances connected with official duty, such as those for travel on tour or transfer, daily allowance on tour, and conveyance in the performance of duties, are exempt to the extent actually spent, and these are among the few allowances also available under the new regime. Section numbers changed under the Income-tax Act, 2025, so confirm the current provisions on the Income Tax Department website and with your adviser before deciding how to classify a component.

The practical rule: if you want reimbursements to stay outside salary, keep them bill-based, tied to official purpose, and approved before payment. Show them separately from salary on the payslip.

Timelines and payment

Step Typical deadline
Pre-approval for travel Before booking
Claim submission Within 30 days of the expense or the end of the trip
Manager approval Within 5 working days of submission
Finance verification Within 5 working days of approval
Payment Next weekly reimbursement run, or with monthly payroll
Advance settlement Within 15 days of returning
Claims older than the window Rejected, or need department head approval

Unsettled advances can be recovered through payroll, but deductions from wages must follow the Code on Wages rules on permitted deductions and limits. See wage payment deadlines and deductions.

Fraud controls

Risk Control
Duplicate claims for the same bill Duplicate checks on vendor, date and amount
Inflated or edited bills Random sampling and vendor verification; digital invoices where possible
Splitting a claim to stay under an approval limit Approval limits apply to the trip or event total
Manager approving their own or a friend's claim No self-approval; approver and payer are different people
Personal spend disguised as business Purpose and attendees mandatory for entertainment
Unsettled advances Ageing report and automatic recovery after the settlement window
Mileage padding Route-based distance checks on a sample

Publish the consequence of a false claim (disciplinary action under the standing orders or code of conduct) and apply it consistently.

Sample policy clauses

Adapt these and take advice before adopting them.

  1. Pre-approval. All outstation travel must be approved by the reporting manager before tickets or hotels are booked. Bookings made without approval may not be reimbursed.
  2. Limits. Hotel, travel class and per diem limits are as set out in Annexure A by grade and city tier. Expenses above a limit are reimbursed only where an override, with the reason recorded, is approved by the department head.
  3. Documentation. Every claim must be supported by an original or digital bill. Hotel invoices must carry the company's name and GSTIN. Up to ₹500 per item without a bill may be claimed on self-declaration, up to three times a quarter.
  4. Submission. Claims must be submitted within 30 days of the expense. Claims submitted later require the department head's approval.
  5. Advances. Travel advances must be settled within 15 days of return. Unsettled balances will be recovered from salary in accordance with applicable law.
  6. Integrity. Submitting a false, inflated or duplicate claim is misconduct and may lead to disciplinary action, including termination.

Common mistakes

  • Paying a flat monthly "reimbursement" without bills and treating it as tax-free.
  • Limits that have not changed in years, which forces constant overrides.
  • Letting the approver also release payment.
  • Allowing claims months after the expense, when nobody can verify them.
  • Ignoring the GSTIN on hotel invoices, and losing input tax credit the company was entitled to.
  • Leaving advances unsettled until the employee resigns.

FAQs

Is expense reimbursement taxable in India? Reimbursement of genuine business expenses against bills is generally not salary income. Fixed allowances paid irrespective of spend are taxable unless specifically exempt.

What is the difference between a per diem and an allowance? A per diem is a daily amount for meals and incidentals on official travel. A fixed allowance is paid as part of salary regardless of travel.

How soon should expenses be reimbursed? Commonly within two to four weeks of submission, either in a weekly run or with the next payroll.

Can a company refuse a claim without a bill? Yes, if the policy requires bills. Most policies allow a small self-declared amount for genuinely lost bills.

Should mileage be paid per km or on fuel bills? Per km is simpler and fairer, because fuel bills do not show whether the travel was official.

Can unsettled travel advances be deducted from salary? Yes, as a recovery of an advance, within the deduction rules of the Code on Wages and your policy.

How NeevHR helps

NeevHR expenses handles claims with receipts, per-category caps, submission windows and pre-approval, with a recorded override for breaches. Approvers can sanction, return, reject or partly sanction a claim, and approve and reimburse are separate permissions, so the payer is never the approver. Per-diem rates sit in a grade × location matrix, cash advances are netted against claims or recovered through payroll, and travel requests carry grade-based entitlement caps with the trip linked to its expense claim.
